[Shared] Need a Shared web hosting for running cbox

I need a new web hosting for friends website and he will be running cbox for leech, he won't use this host for leech but just host the website with almost 100 users online all the time.

my requirements :

OFFSHORE
Not much ram
The site should be speedy
a hard disk space of 20 to 25 GB Space
Unmetered bandwidth as due to heavy traffic
need cpanel login access


He's going to pay via Vietnam CC not via paypal so arrange payment method for that
